Infrastructure: Actually use latexmk

Maxim Onciul requested to merge latexmk into master

latexmk is already invoked for building the documents, however its configuration file was named incorrectly latexmkrc (should be .latexmkrc). Furthermore, a lot of cleaning up is done manually in the Makefile. but latexmk can do this automatically.
